Abstract
The Presumptive of head regions as 'a little king in the region" may have a point, because its power nowdays has changed. After the chaos of Soeharto regime, formerly the goverment system is being decentalized. The reformation on May 21, 1998 currently changed some basic laws on political parties, regulations on the freedom the press, regulations of nasional elections and so on. Today, each province in Indonesia has its own automany. of course, the existing system has implications for social and political rights to the area, especialls in terms of elections districts. Each power struggles and push to build self-image in order to be voted. In fact, this event many conflicts and controversy.
